How do u get a fishing pole i saw a girl with one and she said she isn't a member.

You get them from Rockhopper when you go on his ship. You missed him. Dont worry he comes back soon.

They were free in Rock Hopper's shop a few weeks ago. You missed them though.
 Rockhopper will come back some time and hand out a new free item though!
