The Yellow Puffle is at The Stage! I was in there, and at 10:25, it popped up!

The main map now shows 3 buildings in the plaza instead of 2.

The Stage
In the lower right corner is the script. Anyone in the room can click on any part of the 6 page script which means utter nonsense. This best seen in an empty server. The theatre includes tragedy and comedy puffle masks. To get into a box on either side of the theatre just click on the box. Click on the Star Trek like set's screen to change it to various scenes.

You can get the costume catalogue by clicking on the costume trunk or by clicking on the catalogue in the lower right hand corner.

The Alien Mask and the Robot Mask are face items like sunglasses, masks, and glasses. They can be used with hair or hats.

I saw the yellow puffle at the theater well talking to my friend on CP at 8:25 PM est! It's cool there, I need coins though right now!

I just entered The Stage at 10:22, then the Yellow Puffle showed up.

Conclusion: It comes at random times.

Who knows, they problably do. Anyway, I was gone most of last week and maybe, some this week so I never saw it. This stage place is OK, but, I expected better...
