Most likley yes. Now that Disney owns it I wouldnt be surprised if there are some already.

I agree. Disney has always made Safety a big deal, so I don't find it suprising if there will, or are already, Disney Mods on Club Penguin.

Mods on Club Penguin have normal names, like Billybob, Rsnail, and Screenhog.
