It's in Catchin' Waves Competition Mode.

That's a really weird thing, though. I've beaten the competition before, but never seen my puffle there!

If you take your red puffle for a walk, and then play the surfing game, it will play with you.
And when it does, it will do some tricks now and then that gets you points.

I did walk it. Apparently it does seem odd that a puffle that only does few tricks of little value (5 points ex.) could top a real good penguin.
